Atterbury’s journey in Mauritius continues with the development of Mall de Flacq, a 24,000m² lifestyle destination rising in the eastern region of the island. Developed in partnership with Alteo and Ascencia, the project represents the next chapter in a long-standing collaboration built on trust, shared expertise and a common vision for sustainable regional growth.

At the helm of the development from Atterbury’s side is Development Executive Pieter Olivier, whose experience in Mauritius spans more than a decade. His involvement dates back to the development of Bagatelle Home and Leasure the first of many extensions of the Mall of Mauritius and includes his role in delivering Bo’Valon Mall, Rich Terre Mall revamp and the integration of the Phoenix Mall with the new metro rail and more. That continuity of knowledge and partnership is central to the strength of this new venture.

“My first involvement on the island dates back to 2014 when we planned the Bagatelle Home and Leisure development extension of Bagatelle,” Olivier explains. “Since then, we’ve developed and redeveloped multiple projects in Mauritius. Our relationship with our local partners remains strong, and it is an honour to continue contributing to that success story.”

A Strategic Location for the East

Mall de Flacq is envisioned as a modern, accessible retail and lifestyle destination tailored specifically to the eastern region of Mauritius. The development will address a long-standing gap in quality retail, dining, leisure and essential services, reducing the need for residents to travel to other parts of the island for everyday convenience.

Flacq was identified as a strategic growth node due to its strong population base, expanding residential development and its role as a commercial hub for the east. The approval of the M4 freeway, improving connectivity along the eastern shoreline, further strengthens its accessibility and catchment reach.

Unlike Bagatelle’s metropolitan positioning, Mall de Flacq is scaled and curated to suit its regional context, similar in community focus to Bo’Valon, with emphasis on convenience retail, essential services and family-friendly amenities. The design and tenant mix reflect local needs and daily usage rather than discretionary or luxury shopping.

A Strong Local Partnership

The development is undertaken through a partnership between Alteo and Ascencia, with Atterbury acting as co-developer and technical partner.

Ascencia, established in 2008 and listed among the top companies on the Mauritius Stock Exchange, is the island’s leading retail property owner and operator, managing seven malls across Mauritius. Alteo, a diversified Mauritian group with deep roots in land development and sustainability, plays a pivotal role in shaping the eastern region’s growth.

Atterbury, as shareholder in Ascencia and long-term strategic partner, contributes international development expertise, concept and design leadership, tenant mix strategy and alignment between South African and Mauritian professional teams. Together, the partnership blends local market insight with global retail development best practice.

Designed for Climate, Community and Longevity

The architectural approach responds to Mauritius’ climate and landscape. Inspired by the pristine pockets of nature the Flacq region and Alteo’s vision of creating the greenest and healthiest environment possible, the design prioritises natural ventilation, openness and intuitive circulation. Generous public spaces, shaded walkways and landscaped areas encourage social interaction and ease of movement.

Sustainability has been embedded from the earliest design phase. The project is being developed in line with EDGE certification standards, ensuring measurable improvements in energy and water efficiency compared to conventional buildings.

Key sustainability initiatives include:

  • Rooftop solar energy generation
  • High-efficiency HVAC systems
  • LED lighting and smart energy management systems
  • Rainwater recovery and reuse for irrigation
  • Efficient plumbing systems
  • A structured waste management strategy
  • Integrated stormwater and sewer treatment systems
  • These measures support long-term operational efficiency while reducing environmental impact.

Strong Leasing Momentum

With approximately 94% of the gross lettable area already committed, leasing momentum reflects strong retailer confidence in the Flacq market.

The centre will be anchored by grocery retailer Winners, supported by electronics retailer Kalachand, Decathlon, banking services and a mix of national and international fashion groups. Food and beverage, health and beauty, and convenience categories have shown particularly strong interest, with several first-to-market and new-format stores expected for the eastern region.

Bulk earthworks commenced on 12 January 2026, with local contractor Gamma Construction leading the build. Opening is planned for the third quarter of 2027.

A Milestone with Meaning

For Olivier, Mall de Flacq represents more than another retail development.
